The University of Elbasan “Aleksandër Xhuvani” is a public higher education institution in Albania offering undergraduate and postgraduate programmes across a wide range of academic disciplines. Through its faculties, research activities and international cooperation, the University contributes to the development of higher education, research, innovation and regional development.
Role in DUALKO
The University of Elbasan “Aleksandër Xhuvani”, through its Faculty of Economy, is the Coordinator of the DUALKO project and leads WP1 – Project Management and Quality Control. It is responsible for the overall coordination of the consortium, administrative and financial management, monitoring of project implementation, organisation of Steering and Local Committee meetings, reporting to the European Commission, risk management and coordination of project quality processes.

Assoc. Prof. Dr. Altin Idrizi – Main Contact / Project Coordinator
Assoc. Prof. Dr. Altin Idrizi is a professor at the Faculty of Economics of the University of Elbasan. He holds a PhD in Finance from the University of National and World Economy in Sofia. He has extensive experience in the coordination and management of European projects, including Tempus, Erasmus Mundus, Erasmus+ CBHE and Jean Monnet initiatives. His experience covers project development, implementation, financial planning, reporting and cooperation with national and international stakeholders.
Prof. Dr. Skender Topi – Rector / Member of the Working Group
Prof. Dr. Skender Topi is Rector of the University of Elbasan “Aleksandër Xhuvani”. He has an academic and professional background in medicine, surgery and biotechnology and extensive experience in university governance, research and institutional development.
Dr. Elvira Fetahu – Vice-Rector / Member of the Working Group
Dr. Elvira Fetahu is a lecturer at the Faculty of Economics and has experience in finance, international business, marketing and higher education reform. She has also served as a member of Albania’s Higher Education Reform Experts network.
Dr. Eliona Gremi – Lecturer / Member of the Working Group
Dr. Eliona Gremi is a lecturer in Finance with expertise in finance, banking and international trade. She has participated in several EU-funded projects and international research and academic initiatives.
Dr. Marsida Morina – Lecturer / Member of the Working Group
Dr. Marsida Morina is a lecturer in Accounting with expertise in accounting standards, finance and project management. She has participated in several EU-funded higher education initiatives.
