QUALITY ASSURANCE AGENCY OF HIGHER EDUCATION – ASCAL
About the Institution
The Quality Assurance Agency of Higher Education – ASCAL is Albania’s national institution responsible for external quality assurance in higher education. It contributes to quality assessment, accreditation processes, quality standards and the development of a quality culture within Albanian higher education.
Role in DUALKO
ASCAL brings a national quality-assurance and regulatory perspective to the consortium. Part B explicitly states that, considering the planned development and updating of curricula, ASCAL is expected to assist and support the implementation of project activities as the relevant public authority.
Its participation is particularly important for ensuring that the proposed Dual Higher Education models, curricula and implementation approaches are considered in relation to national higher-education quality requirements and standards. ASCAL contributes to all main work packages.
Project Team
Anisa Subashi
Director of the Agency for Quality Assurance in Higher Education (ASCAL) and Associate Professor in Social Sciences. She has extensive experience in higher education governance, external quality assurance, accreditation, international cooperation and institutional development. Her work focuses on strengthening quality standards in line with national legislation and the European Standards and Guidelines (ESG). She is also an experienced lecturer and has contributed to several Erasmus+ CBHE projects, including DUALBA, DUALKO and APEL, as well as national working groups on higher education and quality assurance.
Erion Xhako
Coordinates ASCAL’s quality assurance and accreditation activities, including external evaluations of higher education institutions and study programmes, preparation of guidelines and regulatory documents, and support to the Accreditation Board. She also contributes to ASCAL’s international cooperation, relations with partner institutions and quality assurance networks, as well as the development and implementation of national and international projects. She has participated in working groups, the National Student Survey, and various national and international higher education and quality assurance activities.
